Project: Sustainable financing of Marine Protected Areas in Indonesia

Location: North Maluku, Indonesia
Objective: International and national goals for 30% of the sea to become marine protected areas (MPAs) by 2030 will require significant additional funding. The aim of this study is to identify practical and sustainable ways of financing the long-term management of MPAs in North Maluku, Indonesia. The project has a particular focus on the Rao-Tanjung Dehegila MPA, while developing approaches that can also inform financing of other MPAs and conservation areas across the province.
Our role: Working alongside Terranomics and local partners, Sustain Value is helping WCS strengthen the evidence base and develop a practical financing strategy for the MPAs. Our work includes reviewing the existing sustainable finance baseline, strengthening the economic valuation of ecosystem services, undertaking fieldwork and stakeholder consultation, and helping develop a business and financial plan that assesses and prioritises potential financing mechanisms according to their feasibility, reliability and suitability for the North Maluku context. As part of the study we undertook a site visit with extensive stakeholder consultation in Bogor, Ternate and Morotai.
Outcome: The project is ongoing. The final business and financial plan will bring together economic valuation, conservation-management needs and financing opportunities to develop a portfolio of priority mechanisms, financial scenarios and a practical roadmap for implementation. We will also be undertaking a remote capacity building workshop to develop the capacity around natural capital, links to sustainable finance and the business case for effective operation of Marine Protected Areas. The aim is to help reduce reliance on conventional public funding and establish a more diversified and resilient long-term funding model for effective MPA management in North Maluku.
